Did some more digging. went to the owner.ford.com and researched intelligent access. Also chatted with their online support. At first she said i can program it to lock and un-lock form the driver dash. I told her It can unlock, just not lock from the passenger side. she suggested to bring it in a ford dealership.

robtvr, there is a TSB (No. 29/2008) for keyless cars produced before 10 Jan 2008 - RFA module calibration should be updated. Additionally, if your car was build before 20 June 2007 steering lock module should be replaced with an updated version. On the two Ford Focus i have had with Keyless entry , all i have had to do is pull the handle to open the door , locking i would press the little button twice to double lock , you then have 3 seconds to pull test the door is locked , maybe it's slightly different on the Fiesta where you have to press the button to un-lock.
Not sure if above problem is with lock or usual problem with wear to inside of handle not allowing it to fully engage.
